<article class="aico-post">
<p class="aico-tldr"><strong>In short:</strong> you do not need to pass an EPSO competition to work inside the European Commission. A large share of the IT, data and functional work done inside Commission buildings is carried out by external consultants placed by IT and service providers under framework contracts such as DIGIT-TM III. The route is: a specialised recruiter or contractor selects your CV against a Commission &#8220;service request&#8221;, the institution validates your profile, and you start a long-term, renewable mission in Brussels or Luxembourg, either as a freelancer or as a salaried consultant with a Belgian employer of record. This guide explains how it works in practice, who qualifies, how long it takes and what to expect.</p>

<h2>Three ways to work for the European Commission</h2>
<p>When people search &#8220;how to work for the European Commission&#8221;, they mostly find information about one route: the EPSO competitions that lead to a permanent official position. That route is real, but it is slow (a competition cycle typically takes 9 to 18 months), highly competitive, and it does not cover most of the IT and functional work the Commission needs done every day.</p>
<p>In practice there are three distinct doors into the institution:</p>
<table>
<thead><tr><th>Route</th><th>Who employs you</th><th>Selection</th><th>Typical timeline</th><th>Best for</th></tr></thead>
<tbody>
<tr><td><strong>Permanent official</strong> (AD / AST)</td><td>The Commission</td><td>EPSO open competition</td><td>9–18 months</td><td>Generalist policy and administrative careers</td></tr>
<tr><td><strong>Contract or temporary agent</strong> (CAST / TA)</td><td>The Commission (fixed-term)</td><td>EPSO CAST database + interview</td><td>3–12 months</td><td>Specific fixed-term needs, often non-IT</td></tr>
<tr><td><strong>External consultant</strong> (intra-muros or extra-muros)</td><td>A framework contractor or a Belgian employer of record</td><td>CV matched to a service request, then validated by the DG</td><td>2–8 weeks</td><td>IT, data, project, functional and multilingual profiles</td></tr>
</tbody>
</table>
<p>The third door is by far the widest for technical and functional profiles, and it is the one nobody explains properly. The rest of this article does.</p>

<h2>What is an &#8220;external consultant&#8221; at the Commission?</h2>
<p>The Commission buys most of its IT capacity from the market through <strong>framework contracts</strong>: multi-year agreements with a pool of pre-selected companies. The largest one for IT staffing is <strong>DIGIT-TM III</strong>, signed in July 2026 by DG DIGIT with 76 suppliers for a total ceiling of roughly €4 billion over four years. It is organised in three lots: remote work from anywhere in the EU (lot 1), on-site work in Belgium (lot 2) and on-site work in Luxembourg and at the Joint Research Centre sites (lot 3).</p>
<p>Under these contracts, consultants are engaged on a <strong>&#8220;time and means&#8221;</strong> basis: the institution pays for days worked by a named person with a defined profile, not for a fixed deliverable. That is why your individual CV matters so much. When a Directorate-General needs, say, a Java developer or a ServiceNow analyst, it issues a <strong>service request</strong>; the framework contractors compete by proposing candidates; the DG reviews the CVs, sometimes interviews, and picks one. That person then works for months or years inside the institution, while remaining employed or contracted by the supplier.</p>
<p>Two vocabulary points you will hear constantly:</p>
<ul>
<li><strong>Intra-muros</strong>: you work physically inside the Commission&#8217;s buildings (Berlaymont, DG DIGIT in Brussels, Kirchberg in Luxembourg), with an institutional badge, an EU Login and a Commission laptop, supervised day to day by a Commission team leader.</li>
<li><strong>Extra-muros</strong>: you work for the Commission but from the contractor&#8217;s premises or remotely, under the contractor&#8217;s own management, delivering to the institution.</li>
</ul>

<h2>Who is eligible?</h2>
<p>The framework contracts define each profile with a minimum level of education and years of experience. In practice, for the profiles AI&amp;CO places most often, the requirements look like this:</p>
<table>
<thead><tr><th>Level</th><th>Typical requirement</th><th>Examples of profiles</th></tr></thead>
<tbody>
<tr><td>Junior</td><td>Bachelor&#8217;s degree + 1–3 years of relevant experience</td><td>Application support agent, service desk coordinator, junior developer</td></tr>
<tr><td>Medior</td><td>Bachelor&#8217;s or Master&#8217;s + 3–6 years</td><td>Functional analyst, Power BI specialist, system administrator</td></tr>
<tr><td>Senior</td><td>Master&#8217;s + 6–10 years</td><td>Java architect, project manager, cybersecurity engineer</td></tr>
<tr><td>Expert</td><td>Master&#8217;s + 10 years and more</td><td>Enterprise architect, senior business analyst, DevOps lead</td></tr>
</tbody>
</table>
<p>Beyond the paper requirements, three things weigh heavily in a DG&#8217;s decision:</p>
<ol>
<li><strong>Languages.</strong> English is mandatory at a professional level (C1 in practice). French is a strong asset in Brussels and often required for support and administrative roles. Dutch, German or other EU languages are a bonus rather than a condition.</li>
<li><strong>Institutional readiness.</strong> Familiarity with how a DG is organised, with EU procurement vocabulary and with the Commission&#8217;s IT landscape (EU Login, the institution&#8217;s standard tooling and methodologies) makes a candidate immediately credible. It can be learned quickly, but it has to show in the CV and the interview.</li>
<li><strong>Nationality and right to work.</strong> EU citizenship is not a formal requirement for external consultants, but you need a valid right to work in Belgium or Luxembourg. Non-EU candidates already holding a Belgian single permit are regularly placed; candidates needing sponsorship face a longer process.</li>
</ol>

<h2>How the process works, step by step</h2>
<ol>
<li><strong>You register with a specialised recruiter or contractor.</strong> Service requests move fast, so the candidates who get placed are usually those already known to a recruiter or a contractor before the request is published. Submitting your profile once to a specialised recruiter such as AI&amp;CO means being ready when the right request comes.</li>
<li><strong>Your CV is rewritten in the institutional format.</strong> DGs read hundreds of CVs per request. A CV that maps your experience directly onto the profile definition (level, years, technologies, languages) gets shortlisted; a generic CV does not. This is where a good recruiter earns its keep.</li>
<li><strong>A service request matches your profile.</strong> You are proposed quickly, because the Commission&#8217;s deadlines are short, and you are told which mission, which DG and which level.</li>
<li><strong>The DG validates.</strong> Sometimes on the CV alone, often after a 30–45 minute interview (technical questions, motivation, language check). Expect a decision within one to three weeks.</li>
<li><strong>Contract and onboarding.</strong> You sign with the contractor or with the employer of record, the security and badge formalities are launched, and you start. From first contact to first day, count between two and eight weeks depending on the DG.</li>
</ol>

<h2>Freelance or salaried? The employer-of-record model</h2>
<p>Being an external consultant does not mean you have to become a freelancer. Belgian law allows a licensed temporary work agency to be your legal employer while you carry out your mission at the institution. This is the <strong>employer-of-record</strong> model that AI&amp;CO operates through Allo Intérim, a Brussels agency licensed since 1990 under joint committee 322.</p>
<table>
<thead><tr><th></th><th>Freelance (self-employed)</th><th>Salaried via employer of record</th></tr></thead>
<tbody>
<tr><td>Contract</td><td>Service agreement with the contractor</td><td>Belgian employment contract (fixed-term, renewable)</td></tr>
<tr><td>Pay</td><td>Daily rate invoiced monthly</td><td>Monthly gross salary + holiday pay + 13th month</td></tr>
<tr><td>Social protection</td><td>Self-employed regime (lower contributions, lower coverage)</td><td>Full employee regime: unemployment, pension, sickness, occupational insurance</td></tr>
<tr><td>Admin</td><td>Your own company or a management company, VAT, accountant</td><td>Handled by the employer; one payslip a month</td></tr>
<tr><td>Typical net</td><td>Higher take-home for senior profiles</td><td>Lower headline, but more security and no fixed costs</td></tr>
</tbody>
</table>
<p>There is no right answer: seniors with a stable pipeline of missions tend to prefer freelance; candidates arriving in Belgium, juniors and mediors, or anyone who values predictability usually choose the salaried route. A good recruiter will run the numbers with you for your specific rate before you decide.</p>

<h2>What a mission actually looks like</h2>
<p>Missions are long-term by design. A first order is typically issued for 12 months and renewed in one-year increments as long as the need exists and the DG is satisfied; three- to five-year stints in the same team are common, and some consultants stay far longer. Work is Monday to Friday, on a 40-hour week aligned with the institution&#8217;s calendar, with the Commission&#8217;s public holidays and closure days. Teleworking rules follow those of the hosting DG: most teams currently combine on-site presence with two to three remote days per week.</p>
<p>What surprises newcomers most is the culture. The Commission is multilingual, procedural and consensus-driven; a good consultant is someone who documents, communicates in writing, understands hierarchy without being blocked by it, and delivers steadily rather than heroically. Technical excellence gets you the interview; institutional behaviour gets you renewed.</p>

<h2>Common mistakes to avoid</h2>
<ul>
<li>Sending the same CV you use for the private sector. Institutions read against a profile grid; make the grid visible.</li>
<li>Overstating language levels. They are checked in the interview and, for French, in daily work.</li>
<li>Waiting for a public job advert. Most service requests never appear on job boards; they are filled through contractors&#8217; pools within days.</li>
<li>Assuming an EU passport is required. It is not, for external consultants.</li>
<li>Ignoring the security dimension. Some DGs and all NATO missions require a security clearance that takes months; ask early.</li>
</ul>

<h2>Frequently asked questions</h2>
<h3>Do I need to pass an EPSO competition to work at the European Commission?</h3>
<p>No. EPSO competitions are only for permanent officials and, through the CAST database, for contract agents. External consultants are selected by framework contractors and validated by the hosting Directorate-General, without any EPSO step.</p>
<h3>Can a non-EU citizen work as a consultant in an EU institution?</h3>
<p>Yes, provided you hold a valid right to work in Belgium or Luxembourg. Nationality is not a criterion for external consultants; some security-sensitive positions may however require EU or NATO citizenship.</p>
<h3>How long does it take to get placed?</h3>
<p>Between two and eight weeks from the first contact with a recruiter to the first day on site, depending on how quickly a matching service request appears and on the DG&#8217;s validation speed.</p>
<h3>Is the work stable?</h3>
<p>Missions are issued for 12 months and renewed yearly for as long as the need lasts. Multi-year missions are the norm rather than the exception, and a consultant with a good track record moves easily from one DG to another.</p>
<h3>Do I have to be a freelancer?</h3>
<p>No. You can be employed under a Belgian employment contract by a licensed employer of record while performing your mission at the institution, with full social protection.</p>
